Redistributes the Microsoft .NET SDK as a dk package, providing the dotnet toolchain across Windows, Linux, and macOS slots.

CommonsLang_DotNet bundles the official Microsoft .NET SDK (10.0.100-rc.2.25502.107) archives for Windows (x64/x86/arm64), Linux (x64/arm64 and their musl variants), and macOS (x64/arm64) so downstream dk packages can consume the dotnet toolchain without a separate installer. The SDK binaries are fetched from Microsoft's official build endpoints and verified by SHA-256 checksum.
